Several of us have looked throughout the embedded reports for the User Timezone field so we can build a report that lists users and the timezone they are assigned to in Totara. We checked the embedded User report, which would be the obvious choice, but no luck. Where can we get that information into a report?

I couldn't find the user timezone in any report - you are right that this would be most likely be part of the User report.
Can you outline the reasons why you are wanting this and get your partner to create a feature request or make the suggestion in the suggest features forum.
