To answer your question.
When Totara Perform is released, what happens to the performance management functions and data in Totara Learn 13?
For subscribers that are upgrading to Totara 13 Learn + Perform, all your legacy performance management functionality and data will be available along with the new Perform features. This is to enable current subscribers to plan for a smooth transition to the new Perform functionality. As part of the Perform offering, the new feature set is designed to be a full replacement of the legacy Appraisals, 360 feedback and Competencies as well as offering new additional features.
For any subscribers of Totara 13 Learn only, the legacy performance management features including legacy Appraisal, 360 feedback and Goals will no longer be available and will require upgrading to Totara 13 Learn+Perform to utilise the new Perform features.
We are confident that the new features and functionality available within Perform, alongside the generous multiple subscriptions discounting, will offer subscribers a clear and compelling reason to embrace a multi-product platform model.
What is the grandfathering policy for Totara Perform?
When upgrading to Totara 13, subscribers who were using performance management features (the feature is enabled and has at least 1 active assignment) before 1 September 2020 are able to continue to use those features. This will be at no additional cost for 1 year from the release of Totara Perform - i.e. until 1 October 2021.
In addition to using the legacy, performance management features these users will also gain access to the Totara Perform features free of charge until 1 October 2021. After this initial period has passed, subscribers will then be charged to use any of the performance management features in Totara (legacy or the new Totara Perform).
This will provide subscribers and Partners the time to work together to explore the great new features in Totara Perform.
Will performance management features in Totara Learn ever be deprecated?
Yes, in Totara version 14, the legacy performance management features will be deprecated. It is strongly recommended that subscribers migrate from Totara Learn performance management features to Totara Perform for a much improved feature set and user experience.
We have Totara 12. Our users assign their own manager and appraiser in a job assignment in their profile.
They work in their appraisal with their appraiser and/or manager.
Then when they change their manager/appraiser in the job assignment the appraisal shows the new name, and it appears as if that new manager/appraiser wrote the responses. There is no indication in the appraisal document that the responses were written by a previous manager/appraiser, and the new manager/apparaiser can edit what the previous manager wrote.
Is this addressed in Totara 13?

Totara 13 has performance activities that allow more flexibility for staff changes by allowing personnel to be manually added to a performance activity. The old personnel is always tied to the original user.
