There is a suggested feature TL-12860 around not showing appraisals of suspended users . Totara 13 does offer more flexibility in Appraisals and I confirmed that suspended users are still showing to managers
As a manager it is possible to close the suspended users instance, this will prevent any further submission of responses from this participant, regardless of their progress. The performance activity of the suspended user is still visible though. I confirmed that the performance activity report doesn't have a filter for suspended users either.
