Is there currently a way to backup and either export or restore a program that is created on TOTARA Learn, as there is with courses?

This isn't possible at present.
We have an existing Feature request for this functionality TL-8426 - Add option to Backup/Restore Programs and Certifications however this has not been earmarked for development as yet, but please feel free to comment on the ticket as we take the popularity of Feature requests into account when considering development priorities.

You can find our product roadmap and suggested features here. There's a short video on that page which shows you how to add a request or vote on an existing one.
Select the option to Request a feature on the right of the page to access the roadmap and feedback tool.
