How can someone be set up as a manager to receive recertification messages. And can this be restricted to receive these messages about certain learners and not all?

There is a Recertification message type that includes an area to add a message that is sent to the user's manager.
The manager is not able to select which users the message comes from.
Can you tell us more about why you don't want to receive messages from some staff?

I would want this person to only receive messages from agents in Stansted airport that report to him but don't know how to set him up as their manager.

To assign a manager to a user the user needs to have a manager assigned to their Job assignment .
This can be done by
- manually by Adding a job assignment when editing a users profile or
- uploading a job assignment file if you have a lot of data that needs updating frequently and there is an external system that this information can be sourced from.
