certificate completion role capability

I have noticed only site administrators have the capability to view and edit the completion tab for certificates.  I want to share the capability with my site manager role but can't locate the right capability.  Can anyone tell me which capability relates to this?

I am using Totara 12

Hi Coby

I think the permission to allow is Edit program completion records.

Certificates and programs use the same completion editor
