The limit to 2 Gb is on Excel files - If Totara generates an Excel file in excess of 2 Gb possibly from a report then Excel would not be able to open this.
is this limit likely to affect you in some circumstances - if so then saving as csv file will reduce the file size and still be able to open in Excel
