Can't select custom theme in theme selector

Good morning, 

I am trying to test a customized theme with Totara 13 and it will not allow me to select the theme from the list. As a site administrator I feel this is something I should have access to, but I don't. Is there something I am missing or is thins something that needs to occur on the server side?

Any help would be appreciated.

Have you followed the guidance on where to locate and name the theme files ?
