You are right - I checked the latest version of Totara and the filter by date isn't there in the Feedback analysis for exporting or viewing.
There is a feedback summary report that captures when each feedback activity was completed and this is also recorded in the site log but the detail of the question is not included in these reports.
If you are using Totara Perform then performance activities can used rather than the feedback activity.
This allows selected audiences with different question types and then use Question response reporting to filter results by date.
