Hello - I'm using v13, and I am stumped with how to edit directions within a form for Creating a New User.
This comes from the Request Account and Create a new User button.
The directions above the username field show as this...I want to be able to edit the "If left blank" line above the field and cannot figure out how to change it.
Any guidance would be greatly appreciated!

This looks like this is a customised signup form for one of the self registration plugins in Totara as the standard form for self registration doesn't have this in it and the fields are in a different order.
This would require a developer to modify the signup form code

Just to close the loop on this one - discovered editing can be done by going into Language Customization and editing the strings within the Language packs. If you have multiple Language Packs enabled, it can be a bit tedious, but at least it is doable!
