Is there a way to notify a learner who has already registered for a seminar when the date of an event is changed?
I guess yes but I don't find the option.

Hi Laurent
There is a standard Seminar date/time changed notification in Totara 13 - this goes to All booked participants and those on the waiting list.
If you haven't got this then you may have an earlier version.
