When a user is enrolled in a program they are not automatically enrolled in the courses in the program. The enrollment in courses in a program is triggered by the learner launching the course from the program as courses may be optional or require other course sin the program to be completed first.
One alternative to having view course without participation is to add the seminar event to the site calendar. Learners can see the site calendar without viewing the course. They can click on the seminar event to find more about the seminar and then signup to the event which enrols them in the course.
