is there a way for Managers with direct reports to assign or allocate courses to their direct reports? either a workaround or a plugin? thank you!

Learning Plans can be created for users with approval workflows for managers to approve courses program objectives and competencies .
Then if you use the learning plan enrolment method on a course a user isn't able to enrol in the course until their enrolment has been approved by their manager.

I'm trying to set up the learning plan enrolment method for this purpose, and I can't manage to get it to work.
I have enabled the learning plan enrolment plugin and added Learning Plan as an enrollment method in the course. Course visibility is set to "enrolled users and select audiences," with managers assigned as the select audience.
In testing, I've had a manager add this course to a learning plan for a user who cannot normally see it. I approved the learning plan, then logged in as that user and tried to launch the course from the learning plans page. I am still getting the message that the course is unavailable to learners.
Am I misunderstanding something about either how this should be set up or the purpose of this plugin?
