I'm looing for a way to see who created a course/program/certification/seminar, etc. and/or last modified them. Is there a way to do this?

If you create a report based on the Site Logs source then this display all events on Totara - when it took place and the user associated with the event.
If you add a filter for Event Class Name and filter by an event such as course_created then this will display this information
