Hi Andrea 

The user would need to be a site admin to move existing users from one tenant to the other using the upload users . This would require the selection of the default value for the tenant you are moving to.

Alternatively if you are a Site admin then the HR Import can be used along with the tenantmember or tenant participant oolumn
