I have a program that is already live (Totara V13). I would like to create a new notification for managers (separate from the option to notify the manager when a user enrolls), so that they do not receive a copy of the email that is sent to the learner. I want to make sure that the managers of learners that have already completed the course do NOT receive these notifications, only newly enrolled learners. Would someone be able to verify that setting up a new notification won't send emails to learners and their managers that have already completed the program? TIA!

I recommend upgrading to centralised notifications that were introduced in Totara 14 as this processes notifications by checking if the new notification is triggered
In the old notifications the system would determine that the notification had not been sent to a number of users who already met the criteria for receiving that notification, and would then send that notification to those users.
