Hello! Is there a way to add existing users to a new audience via a csv file import? The upload audiences option seems to only create a new audience name but not add users to it?

Using upload a user one of the available fields is cohort which is the Audience id and you can choose the option under user preview to update existing users only.
Alternatively you can do this without uploading through bulk user actions
