As steated in the question when I open the grader report in a tenant, even people who are not in the tenant are shown?
how to prevent it.
i have a dynamic audience connected to the tenant.
all tentant related people are in that audience.
i have one teacher role within the tenant.

I am pretty sure that the grader report is not tenant aware as it is not a report builder report source.
For report builder sources there are various combinations of report settings that affect visibility of users in tenants as detailed here
