The required learning - programs and certifications are are shown on the embedded report sources Record of learning - Programs and Record of Learning - Certifications rather than a single report source

These reports can be individually modified - this affects everyone's view of the record of learning when the Record of Learning is selected from the Learn > record of learning is selected.
