We have Programs that have lisence based content included. What is best practice to configure the Program and Audience rules so the users will automatically be unenrolled (both if completed or not) after a period of time.

There isn't a rule that includes the program status of not complete.
The way to achieve this would be to adjust the Assignment due date of the audience that enrols the users in the program to Complete within 1 year of program Enrolment date
When a user goes over their year from enrolment then a time exception for the user will be generated and the user will be unassigned from the program and not be able to access it
