We came to an interesting issue in Totara Learn. In our company we have 2 main structures - Operations and Administration. When we activate the Feedback, people from Operations cannot choose people from Administration as Peers and vise versa. We checked audiences, but the issue is not coming from there. Have anyone else come across similar issue?

Do you use multi tenancy - if a user is in another tenant to the user selecting the peer they won't be able to be selected. A workaround could be to use the external respondent instead of peer.
