I was wondering if it is possible to backup audiences and their rule-sets from Site A which is running on Totara 13.
And restore all of this on Site B which is running Totara 18

There isn't a backup option for audiences and i can't see a feature request for this. Are you able to do a site backup of Site A and move to Site B and upgrade or are there different users involved?
