There isn't a backup option for audiences and i can't see a feature request for this. Are you able to do a site backup of Site A and move to Site B and upgrade or are there different users involved?

I do not have access to the server for Totara 13.
Can only access the totara dashboard as an admin.
Is there a way to do it, by only these means ?

The cohort rules aren't able to be backed up and restored unfortunately .
The data exists in the following table https://db-schema.totaralearning.com/t13-release/tables/app_cohort_rule_collections.html so could possibly be transferred if you have database access.
