report to identify users without any course enrolments

Per the title - I've got a totara instance with a lot of users and lot of courses. I've been made aware of a user who had been created on the system but never assigned their learning. I'm looking for an elegant way to identify anyone else in this situation, but I can't quite get the report builder to play ball (eg I can get a list of every enrolled users courses, but I can't search in the negative space here)

Any thoughts?

There isn't a way in the report builder to add a not enrolled in course filter

One way around this would be to enrol every user through an audience in a course that contains some resources that everyone in the organisation might need.

Then create a course completion report that counts the number of courses for each user

Sort by the course name column and all those with a number of courses of 1 haven't enrolled on any other courses.
