I have created competencies for a role within our organization. Unfortunately, the manager was tracking via a spreadsheet before we transferred to Totara.
Is there a way to import competency records for employees who have already started the competencies?
Can I load all of their current status in a CSV and import into Totara?

It isn't possible to directly import user's competency records by an import.
One possible way to award a competency is through adding an achievement path to the competency and set this based on the completion of a course and upload course completion which would complete the competency
Another possibility without setting up a course holders is to use Assignment activation - assign the user to the competency through an audience and they will be added as achieved when the assignment is activated
