Site Manager role with custom permissions?

I want to give permissions to enable someone to perform a narrow set of Site Manager functions, e.g. add/edit/delete Users and add/edit/delete Job Assignments. I can't figure out how to do that -- help please!

You make can a custom role and assign it to the person, instructions are here:

Your answer mirrored my understanding and what I tried, so that's always helpful!  There was something that wasn't working out, at first, but, whatever the heck it was, I've got it all working now.
