Regarding the scheduling, please check the "Generate scheduled reports" scheduled task (Site administration -> Server -> Scheduled tasks). It should be set to run every minute ("*,*,*,*,*,0"), and your cron should be set to run every minute as well. If either of these are set to run less often than the scheduled report then the scheduled report will only be sent as often as the cron/scheduled task is run.
