I think I may have misunderstood - do you have a Program under the Enrolled learning tab? What happens in that case is the Audience members are assigned into the Program, but the it doesnt actually enroll them into the courses, it enables the Learners to enroll via the Program enrollment plugin, they have to access the course to enroll..
