I can't seem to find any more information about what this is, why it exist, how to use it? Is there a post or a link to where i can get more information on this?

At present Totara Connect will facilitate a connection between Totara Social 2.0 and TotaraLMS 2.7.7 (or later). We will be publishing more detailed information shortly.
Totara Connect
Totara Connect makes it possible to connect one or more Totara LMS or Totara Social installations to a master Totara LMS installation.
This connection allows for users, and audiences to be synchronised from the master to all connected client sites.
Once synchronised users can move between the connected sites with ease thanks to the single sign on system accompanying Totara Connect.
Key features:
Connect one or more Totara LMS and/or Totara Social sites.
Facilitate Single Sign On (SSO) between connected sites.
Compatible with any other authentication method being used on the server.
Replication of users and audiences from the server to the master.
Ability to select which users and audiences to replicate.
