It appears that A4 is hard coded into the report builder export function for PDF files.

Am I missing something or is there a setting that this can be changed from the default A4 to US Letter?

There isnt a setting - but I can certainly submit an enhancement request for the option to be available.

It makes sense that this should be configurable.

What files would have to be changed to make the default US Letter?

Thank you Petr,

on a test server for 2.7 I found the layout options in totara/reportbuilder/lib.php, function download_pdf() and was able to change 'A4' to 'LETTER' (apparently capitalization is important). This will work for us. :)
