Hi Johannes,
As far as Im aware it isnt possible to have different pass grades in an activity based on hierarchies, or in fact anything. There is a Group over-ride available in the Quiz - but it doesnt cater for grades.
The only way to do this would be to have the same quiz, but in different (ie differently named) courses, or have some other qualifying activity/condition within the course.

I'm not sure if it's useful in your situation or not, but you might want to check out "conditional access".
