There is a third party plugin (not supported by Totara) https://moodle.org/plugins/report_duplicateaccounts that I tried out in latest Totara and this seems to work. Duplicates are found by first and last names by the looks of it as I had duplicate emails (some sites allow this)

I agree it is basic but this could be used as a starting point to modify to add more fields - in its current form this worked on Totara 2.9
