Assign a role to an audience at category or course level

Hi everyone, would be grateful for some help here.

I've created a role with no archetype "Staff Manager Mark Complete".  This role has one setting allowed which is "mark staff complete on course".

The context where this role can be assigned is category and course.

I've then removed that role from the default staff manager setting.  I want to then apply this role at category level, but to an audience with a dynamic rule "has direct reports" so it can pull in future users marked as managers.

I've tried creating an audience, but that assigns role at system context.

I've tried creating an audience at category level, but again it still assigns system wide.

I've tried going to a course, enroll audience and enroll them with that permission.  However when I got to my team and view required learning, that tick box is not there.

Has anyone got any ideas to get this working?

Much appreciated.
