We have a fix TL-10212 for this issue in ical emails (TL-9262), but not the Totara calendar - I've brought this to the attention of our dev team and we'll look into it (ref: TL-10212) and resolve.

This has been assessed as an enhancement, the original behaviour was by design. I've created a post in the Suggest Features Forum and we will let you know the outcome of our assessment process in due course.
