Is there a way to backup and restore a user and all his training in Totaralms?

I have a situation where one of my training managers accidentally deleted a users account.

I had prohibited the permission to allow "delete user" for the role but it is based off the site manager and I apparently reenabled this or it changed during an update.

In any event we do weekly and daily backups and I do have a backup of the entire site but we perform a LOT of training and I can not restore a backup of the whole site for one user.

I could install the backup on a test server and back up export the complete user record if the functionality is there but I can not seem to find it.
