Have you tried moodle/cohortmanage which sounds like it allows the creation of audiences.

To allow update to the audiences probably require moodle/cohortassign and totara/cohortmanageules

Sometimes one permission depends on another permission being allowed - so if this doesn't work then try allowing moodle/cohortview or another audience permission.
