Hi Derrin
I created an Assessor role and went to Add Competency Evidence record and the Assessor field was not populated with Assessors.
It is possible to type in the Assessors name in the field below to to get the same result.
I am not sure if this was a feature that wasn't implemented or if it is a bug - sounds like it may not have been implemented as there is no assessor role setup on the standard Totara.
One of the developers may know more on this.

Hi Derrin,
1. You don't need to set any extra permissions unless you want people with the assessor role to be able to have more access to the system than a regular user.
2. We have removed the moodle help links in a more recent version of Totara.
