Hi Hannah,
this is a feature built in to Moodle 2 called "force new attempt" - it just happens that I backported this to Totara/Moodle 1.9 for one of our Totara clients this week but it probably makes sense to get this change into Totara core so I'll bounce an e-mail to the Totara team with the patch to see if it can be included in the next version.
In the meantime if you'd like your Totara Provider to put this patch in place get them to bounce me an e-mail and I'll pass the details on.

The 'force new attempt' SCORM patch has been released in today's (16th Feb 2012) release v1.1.11
