Hi Hannah
Yes this is possible through the enrolment plugin External database (Position Assignments) that enables existing positions, organisations and managers to be synched to an external database.
This is available under Site Admin > Courses > Enrolments
This needs to be enabled and then go to Course settings > enrolments and select the External database (position assignment)
Click on the Edit button in the plugin to see the options for the fields -
This includes the external database type and the login information as well as the fieldnames in the external database that hold the relevant information.
Try this out on a non live site to see how it works - if there are any problems please ask for help here.

once the users are enrolled from the external database will this data be carried in the "users" profiles internally in Totara.

Yes the data will be stored in the user profile information in Totara .
I understand that synching means that if the data is changed in one of the fields such as position in Totara or the external database then the field in the other database will be changed.
