Hi Tony
Competencies can be added to programs - it sounds you are wanting to link a program to a competency the same way as you can link a course to a competency.
It would be a good idea to discuss this further in the user feedback forum.

It is not currently possible, but yes we would like to add this feature at some point in the future.
