I was wondering how scheduled reports work. To who are these mailed?

Is there a place where i can find more information?

Scehduled reports are mailed to the email address of the person who sets them up.

It is listed in the micro roadmap though to 'Allow scheduled reports to be sent to any email' https://totara.community/mod/resource/view.php?id=762
