Yes, this looks like a MSSQL-specific bug that somehow slipped through testing 
I have a patch in review, if it works I'll send you the patchfile tomorrow - or we might do a rapid full 2.2 release

Hi Kyle,
Totara 2.2.8 was released today (18th Oct 2012). It includes fixes for several mssql issues, including this one. You should be able to upgrade to it without a problem.
