I think the best way to solve this would be not to use an LP but to create a program instead with the appropriate conditional pathways encompassing all the possible course choices for the managers. The tracking shouldnt be a problem - just the normal completion set-up. If an LP must be used then there is an enrolment plugin called devplan (learningplan in v2.2) which would only allow courses that meet the program critera to be enrolled in, this wouldnt require the courses to be added to the LP.
