What happens when a course recurs is a new course course is copied from the existing course and the old course is hidden and renamed with the course name and date it recurred. This means the cousre is still there and can be unhidden and made active again for the users in it to complete the course.

There is a rule in the audience that could be added based on the field user's position start date and select then choice  after the upcoming and type in 365 days.  (I think this is the correct choice)

Once this is done Add the course or program enrolment to this audience
