Hi Chris,
Have the users been unerolled from the course/s? Are they using learning plans - if so is there any record of the courses in the plans? Can you turn debugging on?

Hi Chris,
You are looking at two different things, The URL with the userid in it is actually the manager's view of the courses a user has in the record of learning, but the other (http://localhost/totara2/totara/plan/record/courses.php for example) is the manager's view of his OWN courses.
