Site admin>appearance>default my my learning page, click "customise this page".

If you click the "Assign roles" icon with the block you wish to edit then click on the "Permissions" under Settings you can then edit the who gets to see it! http://docs.moodle.org/22/en/Capabilities/moodle/block:view
