Yes it is possible, if you copied an image into the folder '/totara/core/pix/courseicons/' then it would show up in the course icon picker. Though I would stress that you should make it the same height/width as all the other images in there or the icon selector's formatting will be broken, and I'd also suggest keeping it a *.png like the rest of them.

To do this you would have to get in touch with the hosting partner and get them to make this changes, they are fairly minor changes and shouldn't take long. However if by partner hosted you mean you are on totara cloud, then I'm afraid this probably isn't possible at the moment. I discussed it with another Dev and they seemed keen to add an upload icon form item to the site wide course settings page, so I'll put in a feature request for that. But as that would be a feature request it could take any amount of time to come to fruition.
