Problem with Programs not appearing in Record of Learning

Hi,

I have found what I think is a bug.  If my manager adds program to my Learning Plan I can see that the program tab in my record of learning appears but there is no program listed.

I can only get it to be visible if (as an admin) I add myself to the assignments tab in the program settings.

I am using v2.4.7 I have amended the cron code to run the program crons each time I run the cron, which I did a few times.

I am using a user with a Learner role to view this and I have replicated it on more than one environment.

Actions to recreate:

  1. Log in as Learner and view record of learning page
    1. No Program tab is visible (I have no programs assigned to me)
  2. Admin creates a program, adds a course to it and does not assign it to anyone.
  3. Manager adds the program to my learner's learning plan
  4. Logged is as the learner
    1. view learning plan - Program is visible in learning plan
    2. View record of learning - Program tab is visible
    3. Open record of learning program tab - no programs visible
  5. As admin run the cron a few times just in case it is dependent on the cron - no change
  6. Log in as the learner
    1. Open record of learning program tab - no programs visible
  7. As admin assign the learner to the program in program settings
  8. Logged is as the learner
    1. Open record of learning program tab - program  now visible

Bumping.

Can you let me know if this is actually a bug or something that is intentional.

Thanks
