I'm pretty sure you can't do this. When you add content to a program you will see there are only the options to add Courses or Competencies (and competencies also can only include courses).

Sets are fairly flexible though and you should be able to get something close to what you want. One advantage to splitting a program in to several sets is that the progress bar becomes more granular and gives better feedback.
