I discovered that when a course has been completed and it is part of a Learning Plan that has expired then the Record of Learning is course progress is not updated (using Totara 2.2.21)

Once the learning Plan is reactivated then the Record of Learning and Learning Plan course completion status is updated.

I was expecting the Record of Learning to be updated even if the Learning Plan is completed. If this is the expected behaviour then possibly a message on the Record of Learning course progress could say not complete as the Learning Plan the course is on expired. If it isn't the expected behaviour then allow course progress to be updated on the Record of Learning even if on an expired Learning Plan
